Administrative review

On 15/04/2026, the Home Office updated their Administrative Review Caseworker Guidance regarding sponsor license revocation. This applies to:

  • Skilled Worker (including Health & Care Worker)
  • Global Business Mobility routes
  • T2 Minister of Religion
  • Scale-up
  • International Sportsperson
  • Temporary Work – Seasonal Worker
  • Temporary Work – Creative Worker
  • Temporary Work – Religious Worker
  • Temporary Work – Charity Worker
  • Temporary Work – International Agreement
  • Temporary Work – Government Authorised Exchange

If the sponsor license has merely been suspended, the administrative review will be considered as normal. This might be granting it, for example if the refusal was a mistake.

If the sponsor license has been revoked, the administrative review will also be considered as normal. However, if the employer is no longer able to sponsor (i.e. because their license has been revoked), the Home Office must refuse the application.

On page 36 of guidance, there is a useful table of outcomes, which can help applicants and legal advisors understand the likely outcomes.

If an employer’s sponsor license has been revoked, the Home Office will try to tell you as soon as possible – however, this might be at the same time as they decide your administrative review. Therefore, it’s always a good idea to regularly check that your employer’s sponsor license is up to date. You can do this by visiting the government website.
